一、 项目简介：

　　（一）项目建设的必要性：根据吉林省省情，为合理利用本地盛产玉米的优势，为大宗粮食开辟一条稳定的就地转化道路，增加农民收入，促进农业和农村经济健康发展，提出立足于农副产品深加工，以生物资源为基础，以生化加工为手段，以生物能源为核心产业，走新型工业化道路，使企业现有产业得以优化、提升和延伸，形成生产、环保、资源再利用的可持续发展良性循环的新的发展战略。根据这一发展战略，拟建50万吨玉米综合深加工项目。该项目符合国家“十五”发展规划大规模发展农产品深加工的要求，有利于促进农业可持续发展，对我国农业产业化和绿色农业的发展起到良好的示范作用，也为繁荣地方经济、带动农业增产和农民增收起到重要作用。

　　本项目抗风险能力较好，经济效益显著，随着现代工业的迅速发展，能源危机问题日益严峻。作为人类社会主要能量来源的煤炭、石油、天然气在过度开采和消耗下，已不足以应付人类需要，而与之伴生的对环境的沉重压力也引起了国际社会的忧虑。这种情势下，采用生物质作原料生产化工产品已成为社会与经济、自然与环境、工业与农业和谐发展的趋势性产业。

本项目利用生物质作原料生产化工产品，将为节约不可再生的化石资源、缓解环境污染状况做出重大贡献，还将对农业稳步、可持续发展提供充分的保障，同时对农产品进行深加工，提高了农产品的附加值，使农产品资源得到充分利用，可促进企业和农业增效、农民增收，工业和农业经济结构战略性调整，实现国家、企业、农民的三赢目标，具有很好的社会效益。

　　（二）建设规模及产品方案：占地面积667亩，需购置设备750余台  (套)，年加工原料玉米50万吨，主要产品为：玉米淀粉32.9万吨／年，其中商品玉米淀粉15．55万吨／年；5．31万吨用于赖氨酸生产，年产赖氨酸(折98.5％纯度)1.83万吨，其中3300吨生产饲料自用；5．54万吨用于总溶剂生产，年产2万吨总溶剂；6.5万吨用于1.3丙二醇生产，年产1万吨1.3丙二醇；年产玉米原油13024吨；年产浓缩饲料50万吨。

　　（三）经济效益预测：年销售收入31829万美元，年实现利税4691万美元，其中净利润2557万美元。

　　（四）项目总投资：项目总投资为10141万美元(含外汇780.59万美元)，其中固定资产投资9306万美元(含外汇780.59万美元)，铺底流动资金6767.39万元。

　　（五）合作方式：合资、合作。

　　（六）需外方投资内容：现金4938万美元。

　　（七）建设地点：吉林市九站街516号。

Project of Acetone-butanol for Annually Processing 0.50 Million Tons Corn

1. A Brief Introduction to Project:

　　1．Essentiality of Project Construction: By according to situation of Jilin Province, and for the purpose of reasonably employing the superiority of largely yielding corn, and open a stable locally transferring path for those amount grain, and increasing income of farmers, and promoting agriculture and farm village economy healthy development, it has proposed out that a new development strategy should be followed after, which is standing on deep process of agricultural side products, and based on biological resources, taking biochemical process as the method, biological energy source as the core industry, walking on new type industrialization road, making available industries of enterprises optimized and elevated and extended, so as to form production, environment, and resources reemployment, and sustainable developing, in a good circulation. And according to such a development strategy, a 0.50 million tons corn comprehensive deep process project has been planned. This project is conforming to requirement of large scale development of agricultural product deep process stipulated in "Tenth Five-Year" Development Plan of the state, and it would be benefiting to promotion of agricultural industry to sustained develop. It would be playing a good model function in our agricultural industrialization and the developing of green agriculture, as well as important function in prospering local economy, driving up agricultural yielding increase, and farmers income increase.

　　This project has better risks resistance capability, and outstanding economic profit. Following modern industrial rapid development, the energy crises problem is more and more serious day by day. As major energy resources of man kind society, coal, and petrol, and natural gas, under conditions of overly mining and consuming, cannot be adequately meeting demands of human being. And the accompanying heavy pressure toward environment has aroused worries of the international society. Under such situation, via biological substance as raw material to produce chemical engineering product has become the trend feature industry in harmoniously developing the society and economy, the nature and environment, the industry and the agriculture.

　　For this project, the biological substance has been employed in producing chemical engineering product, gigantic and important contribution will be dedicated in saving non-reproduce-able fossil resources, and relaxing environment pollution condition, as well as sufficient assurance to agricultural steady and sustainable development, and at the same time, through deep process to agricultural product, the added extra value of agricultural product has been thus elevated, and the agricultural product resources has obtained sufficient employment, and it is beneficial to promote enterprises and agriculture to increase effectiveness and the farmer increase income, and realizing strategy feature adjustment of industrial and agricultural structure, as well as realizing the target of triple-win of the state, the enterprise, and the farmer. The social profit is much better.

　　2．Construction Scale and Product Plan: The land occupation is 667mu. Over 750 set (Or suite) equipment will be necessarily procured. The annually processed raw material corn will be 0.50 million tons. The main products are: corn starch 0.329 million ton/y, among, commodity corn starch 0.1555 million ton/y; 53,100 tons used for producing lysine, with annual output of lysine at 18,300 tons (Converted into purity of 98.5%), among, 3,300 tons for self utility in producing forage; 55,400 tons for producing total solvent agent, with annual output of total solvent at 20,000 tons; 65,000 tons for producing 1.3 propanediol with annual output of propanediol at 10,000 tons; and the annual output of corn raw oil at 13,024 tons; and annual condensed forage at 0.50 million tons.

　　3. Prediction of economic Profit: The yearly sales income is USD318.29million and the yearly realized profit and tax isUSD46.91million, among, the net profit isUSD25.57million.

　　4. Total Investment of Project: The total investment of project is USD101.41million (Including foreign exchange 7.8059 million USD), among, the fixed assets investment is USD93.06million (Including foreign exchange 7.8059 million USD), and the lay down circulating fund is USD8.35million.
